Kentraveler, the spacer is a small plastic shim for the main jet needle it is part of the slide assembly look here http://personal.inet.fi/cool/alppu/bike/wt_2081.jpg
It is item no. 6. we remove it to help more fuel flow at midrange and full open speeds cause if you let the bike breathe more you hae to let it take in more. I'm still trying to find the time to take my carb back apart to re-jet to a larger jet & needle.
